Paraphrase of a telegram from Governor Hay (No. 9. 505.9m. 22 16 JAN 00) of Hong Kong (No. Pro2).
I have not answered your telegram of the 1st instant, Officer Commanding, until I had consulted with Admiral Seymour on his return. We have consulted today; and the General Officer Commanding and the Admiral agree that it would be inadvisable to move the R. Welsh Fusiliers. The General states, however, that in the event of necessity, one hundred Royal Artillery could be spared for a time.
